Shillong Urban Centres and Status of Water Supply
1. As per 2001 Census the City of Shillong comprises of 7 Urban Centres. The 7 Urban Centres, Population, Daily Water Requirement and Status of Supply is as indicated hereinbelow:

Greater Shillong Water Supply Project (Phase-I & II)
2. The GSWSP (Phase I & II) was accorded sanction in the year 1978 at an Estimated Cost of ₹ 2,390.00 lakhs (Revised to ₹ 9,503.77 lakhs in 2000) for funding under State Urban Water Supply Sector. The Project envisages pumping of water from the River Umiew at Mawphlang for supply to 4 Urban Centres of Shillong after necessary treatment.
3. Due to resource constraint under State Plan, implement-tation of Phase I of the Project was initially taken up in 1979 and completed in 1986. The Project Phase I envisages pumping of water directly from the run-off the River Umiew and has a capacity to generate and supply 34.05 MLD.
4. Consequent upon approval of MoDONER for funding the cost of construction of Dam under Phase II of the Project, construction of Dam was taken up in the year 1997 and completed in 2003. Additional Water Treatment Plant of capacity 17.25 MLD was also taken up and completed in 2006. With the Additional capacity of 17.25 MLD generated by Phase II, the total capacity generated by Phase I & II is 51.30 MLD. MoDONER released a total amount of ₹ 3,579.00 lakhs for construction of Dam.
5. The existing GSWSP (Phase I & II) covers only 4 Urban Centres from Sl.No.1 to Sl.No 4. The remaining 3 Urban Centres came up after GSWSP (Phase I & II) was formulated. These 3 Urban Centres which are outside the coverage of Greater Shillong Water Supply Project depends on other small water supply schemes like deep bore wells and other local sources for water supply.
6. Though GSWSP (Phase I & II) generate the full designed capacity of 51.30 MLD, however due to high percentage of Unaccounted For Water (UFW) in the Transmission Main and Feeder Main, the water availability at the Zonal Reservoirs in Shillong is about 31.44 Mld..
Greater Shillong Water Supply Project (Phase-III) : Objectives
7. With a view to augment the water supply to areas covered by GSWSP (Phase I & II) and with a view to provide coverage to the remaining 3 uncovered Urban Centres of Shillong, GSWSP (Phase III) which was accorded sanction by MoUD, GoI on 20.10.2008 at an estimated cost of ₹ 193.49 Crore for funding under JnNURM is now under implementation and ongoing.
8. In addition to reduce the high UFW present in the system, GSWSP (Phase III) envisages creation of additional infrastructure at Mawphlang for generation and treatment of water to meet the shortfall in the supply. The Project also proposed to lay a higher diameter gravity main of 1000mm dia. to link the WTP at Mawphlang with the zonal reservoir at 6th Mile and at 4½ Mile, Upper Shillong including laying of well planned distribution networks for the Urban Centres of Shillong Urban Agglomeration (SUA) viz. SMB area, part of Mawlai Town, Nongthymmai, Pynthorumkhrah, Nongmynsong and Madanryting.
9. Among other criteria, one of the main and basic criteria on which GSWSP (Phase III) was formulated and sanctioned, is the urgent necessity to reduce high UFW (Unaccounted For Water) prevailing in the existing Phase I & II of the Project, so that water availability in the existing Project is enhanced. The Project as such, envisages replacement of existing CAST IRON (CI) Pipes and Galvanise Iron (GI) Pipes with Ductile Iron (DI) Pipes in the Gravity Main / Feeder Main and Distribution Networks of the Project and accordingly, the Project is being implemented.

GSWSP (Phase-III) : Status of Implementation
11. The work for execution for Package-I of the project comprises of Survey, Engineering, design and construction of 2 stages Raw Water Pumping System, Augmentation of the capacity of the existing Water Treatment Plant, Laying of Clear Water Gravity Main and Feeder Main pipelines, construction of Clear Water Pumping System and Clear Water Reservoirs and Construction of zonal/service reservoirs (overhead and ground) for different capacity was awarded to M/s Tantia Construction Pvt. Ltd. Kolkata.
12. The work for Package-II comprises of Survey, Engineering, design and laying of Distribution System for 12 zones with D.I. Pipelines of sizes 100mm dia. to 450mm dia. which shall convey water from different zonals reservoirs to consumers were awarded to 14 reputed and experienced local contractors of the Department.
13. Despite various constraint, implementation of the project is ongoing though progress could not be expedited due to inadequate availability of fund.
14. And, in respect of laying of new distribution networks, out of 7 Urban Centres, 2 Urban Centres viz. Nongmynsong & Pynthorumkhrah are completed, and house service connections are being extended from the new networks in the area.
